Whereas respect for the rights and freedoms of citizens requires the existence of the conditions necessary to the exercise and sustainability of these rights and freedoms, the government must commit to maintaining an adequate level of funding and to guaranteeing the sustainability of the public services.
The signatories of this Charter hold that the mission of the public services is to permit real equality of opportunity for all. The rules governing the public services and the resources at their disposal aim to guarantee to all citizens :
- Equality of treatment through neutrality, the absence of partisanship or preferential treatment in the management and delivery of services.
- The protection of the physical and mental integrity of citizens through public health, social services and public security.
- Environmental quality through effective environmental protection mechanisms.
- Fair and just redistribution of our collective wealth through adequate social and fiscal measures.
- The transmission of knowledge and culture, the development of individuals, free and responsible citizens and a qualified workforce through access to quality public education.
- The protection of the right to private life through confidentiality of private information.
- Accessible, fair and quality public services in all of Québec’s regions.
The signatories of this Charter recognize :
- the public services as collective instruments for the promotion, the defence and the exercise of the rights and freedoms accorded to the citizens of Québec by the Québec Charter of Human Rights and Freedoms, stressing in particular the fact that these rights must be exercised in Québec regardless of race, colour, gender, age, disabilities, language, religion, political opinion, sexual orientation, national origin, social status, wealth, region or any other source of discrimination among individuals.
- the public services as rendering possible and giving concrete expression to economic and social solidarity, ensuring adequate territorial planning and ensuring the promotion of the interests of consumers.
- the indispensable role of the public services in economic development and regional development.
